General Administration of Customs Guidelines relating to Article 25 of the China / New Zealand FTA (viz : Transhipments)
Goods in Transit
For goods consigned to mainland China that transit through either Hong Kong or Macau, the importer should supply documents issued by China Inspection Company Limited (Hong Kong) or CCIC Macau Company Limited. For goods that transit through other countries or regions that are not preferential trade agreement members, the importer must supply documents which comply with the requirements listed in Paragraph Two, Sub Paragraph i and ii of Article Ten of Decree 181 (refer below)
For containerised goods, if the importer is not able to supply the above-mentioned documents, Customs may conduct a physical inspection of the goods. Provided that the seal of the container is intact and the Container Number and Seal Number are consistent with the information shown on the through Bill of Lading, the goods can be considered to meet the requirements of Article Ten of the Decree 181 and may be considered as a "direct consignment". In this circumstance, the importer is not required to supply the documents listed in Paragraph Two, Sub Paragraph i of Article Ten of Decree 181.
Goods Temporarily Stored
For goods temporally stored in a third country or region that is not a not preferential trade agreement member, the importer must supply documents issued by the customs authority of that country or region. The documents must address the requirements listed in Paragraph Two, Sub Paragraph i and ii of Article Ten of Decree 181.

Paragraph Two
Goods which originate from the Preferential Trade Agreement member countries or regions that are consigned to China whose transport routes involve transit through other countries or regions, with or without trans-shipment or temporary storage, shall be considered as a "Direct consignment" provided that the following conditions:-
- The goods when they transit through other countries or regions do not undergo any operation other than treatment necessary to keep them in good condition.
- The transit time that the goods are stored in other countries or regions does not exceed the regulated period under the Preferential Trade Agreement.
(NB: For New Zealand this period is six (6) months)
