Competent Authorities and Sanitary and Phytosanitary Contact Points

Competent Authorities

A China:

The competent authority is the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China ("AQSIQ").

B New Zealand:

In terms of exports to China of commodities subject to sanitary and phytosanitary measures, responsibility is shared between Biosecurity New Zealand ("BNZ") in the Ministry of Agriculture and Forestry, and the New Zealand Food Safety Authority ("NZFSA") as follows:

  • BNZ is responsible for production requirements and for issuing official assurances (health certification) attesting to compliance with agreed veterinary and phytosanitary standards and requirements for exports of live animals and germplasm, and plant products;
  • NZFSA is responsible for production and processing requirements and for issuing official assurances (health certification) attesting to compliance with agreed veterinary and human health standards and requirements for all other animal products (including seafood and commodities not intended as food for human consumption), and for the human health aspects of food products of plant origin;

In terms of imports from China of these commodities, responsibility is shared between BNZ and NZFSA as follows:

  • BNZ is responsible for animal and plant health issues;
  • NZFSA is responsible for food safety issues and sanitary aspects of products not intended as food for human consumption.
